QAT Global, a long term partner with the State of Nevada is seeking a highly skilled Oracle DBA with great PL/SQL and OBIEE skills to assist the Nevada Department of Transportation with a major redesign effort.

The scope of services will be to analyze the current Nevada Citation and Accident Tracking System (NCATS) model and re-design and implement an updated model with improvements to data collection and data management, database and data mart design, and the associated system and application interfaces.

Consultant must perform all activities to the agreed upon project plan/schedule.

  • Coordinate and work with other vendors; Coordinate and work with State staff and contractors (DPS, NDOT, EITS, etc);
  • Requirements gathering on the business side;
  • Requirements gathering on the technical side;
  • Review existing documentation;
  • Thorough analysis and de-engineering of current NCATS model and processes;
  • Thorough analysis of current model of separate databases on DPS side and NDOT side;
  • Thorough analysis of the multiple field data collection processes;
  • Thorough analysis of the lack of field validation events on field data collection processes;
  • Data model design;
  • All phases of data model lifecycle including QA;
  • Data mart and database design;
  • All phases of data mart lifecycle including QA;
  • Data load process design and implementation for DPS and NDOT databases;
  • Automation of the DPS NCATS database load process;
  • Propose transition efforts to achieve rollout;
  • Thorough analysis of the current application interfaces on DPS side and NDOT side;
  • Thorough analysis of the current reporting interfaces on DPS side and NDOT side;
  • and Implement approved modifications to NCATS system on DPS side and NDOT side.

Consultant must provide the following based on the agreed upon project plan/schedule.

  • An improved data model serving both DPS requirements and NDOT requirements
  • Ensure a data model that services appropriate application interfaces (both read and write)  
  • Ensure a data model that services appropriate reporting interfaces (read)
  • Ensure data model that secures Personal Identifying Information (PII)
  • Database correctly loaded with appropriate data for DPS
  • Database correctly loaded with appropriate data for NDOT
  • Data mart or data warehouse designed per standards of NDOT’s OBIEE and ODI
  • ELT and business rules via Oracle Data Integrator (ODI)
  • Supporting Oracle Business Intelligence Enterprise Edition, 11g (OBIEE, 11g)
  • An improved data management system for DPS entailing effective data collection
  • Streamline field data contribution processes among various State entities
  • An improved data management system for DPS entailing effective data staging
  • Ensure quality assurance practices including remedial steps to enforce data quality
  • Reject records for additional actions to be performed by DPS
  • An improved data management system for DPS entailing effective data loads
  • Streamline load process through effective IT Best Practices
  • Streamline load process through effective automation
  • An effective data management system for DPS allowing data modifications
  • Ensure a secure data modification process per DPS and NDOT requirements; rejected records may be modified and reloaded.
  • An effective data management system for DPS logging data modifications to a secure audit log
  • An effective reporting system for DPS allowing periodic and ad-hoc reporting of audit trail
  • An improved data management system for NDOT entailing effective data collection
  • Ensure secure transfer method for NDOT acquiring DPS data
  • An improved data management system for NDOT entailing effective data staging
  • An improved data management system for NDOT entailing effective data loads
  • Streamline load process through effective IT Best Practices
  • Streamline load process through effective automation
  • ELT and business rules via Oracle Data Integrator (ODI)
  • Supporting Oracle Business Intelligence Enterprise Edition, 11g (OBIEE, 11g)
  • An effective data management system for NDOT allowing data modifications

QUALIFICATIONS:

  • Multiple Years experience Using Oracle 11g with PL/SQL in a windows based environment.
  • Experience in the implementation of data marts, data mart lifecycles and system using data marts.
  • Experience with OBIEE and Oracle Data Integrator
